Here's the best example:
I am up in Deneb. I am in a Vulture with two Starflare rocket tubes. I fire at an Itani bot. I clearly hit, my rockets explode. No beep. Not a single pixel shift of damage. Next pair did hurt it, and the next, and the next. So it's isolated but it happens. It was only me and the bot in the sector to bot!

I got that in deneb too.
I unloaded two chaos swarm volleys at a vulture and it suffered negligible dammage. Although all missiles did hit.

I have the same problem: shots not registering.
Same thud but no dmg. When i hear beep hit is registered.
If my opponent is lagging badly, very few of my energy hits will register so im forced to fight laggy ppl with rockets. Rockets do the job. However first set of rockets usually dont do any dmg but the rest do.

Actually,
If YOU'RE lagging, your hits won't register,
If THEY'RE lagging, all of your hits will register, and they'll be moving in a straight line,
the issue with fighting people who lag is not that hits aren't counted, but rather that they will jump around the screen in a completely unpredictable pattern, without giving you any time to aim and hit.
Tumble:
Occasionally this is the result of a little packetdropping, so that neither they, nor the server think that they are in the line of fire, your connection falls a little behind,
Usually they're not where you were firing.

I hear the thud sometimes that tumble talks about. Usually it's when I get hit, and I think "Whoa! Guess that one was just REALLY close."
It sounds the same as if I'm hit by friendly fire from another Itani pilot.
Every so often I get that on other people as well, I'll hit & see the poof, but no damage. Surely a Gauss MK. II or a N3 will damage a Vulture enough so that the quantization does not come into play.
Here's an idea: How about a NUMBER inside our damage bar for when we're grouped up? Just like the faction standings thing. Or I guess I could just switch /hudmode....
[EDIT] Holy CRAP I got this a lot tonight. Lots of shooting, lots of "whumps" with no damage given when I was PEGGING the Border patrol bots, and players as well. It sucked. [/EDIT]

It sucks for energy, but imagine ammunition based weapons. We waste ammo that we can't get back while fighting on a *thud* *no damage*
You must have been lagging Leebs. What was your ping, 36 instead of 35?
/joking, but may put away the idea this is a lag issue.
[edit: like your suggestion leebs, post it]

Maybe...some ships had extra sheild plating installed in certain areas :p
Sector, or SYSTEM getting behind? The trouble I had was in Deneb C-10... and having tri-AdvRail shots not do any damage when you score a direct hit multiple times sucks something MAJOR.
"Maybe...some ships had extra sheild plating installed in certain areas :p"
Shield plating that's gonna stop 6 Advanced Railgun rounds from scratching the cockpit?? =P

My ping averages out around 20, sometimes it's ~10 (lowest I've seen is 8 ), sometimes it jumps up to around ~40. Usually between 15 and 25.
SO - Agreed, Willy. I don't think it's a lag issue. My video card is very slow, but whether or not my SCREEN renders stuff properly should not matter as to whether a shot lands or not. It's all computed server-side, right?
