Don't forget that the Europeans make lots of different fighters. The French have their Mirages and Rafales. The British have their Jaguars, and Tornadoes. And of course, there was the joint development of the Eurofighter 2000 with several European countries.
Even the Japanese have their own homebuilt fighters. Mitsubishi built the F-1/T-2, a strike fighter that outwardly resembles the Sepecat Jaguar, but is almost entirely made from components manufactured in Japan. The F-1 is being replaced by the Mitsubishi F-2 which started as a joint project between Japan and the US to create a new strike fighter based on the F-16, but in the end, the US pulled out, and now only Japan manufactures and uses them. Kawasaki manufactures the T-4, a subsonic jet trainer again designed and built in Japan, and is flown by the JASDF's demonstration team.

I think the "purchased military" analogy would work best if the UIT, Corvus, etc. all bought their ships from the Dominion or the Itani.
I can't really imagine an empire as paranoid as the Dominion taking the chance that the smallest detail of their military operations would leak to the Itani, much less put their secrets in the hands of the UIT, a people who are well known for valuing nothing above a quick credit.
Thus, TPG is probably the biggest supplier of ships to civilians, factional paramilitaries and pirates (e.g. the playable world at present), but no sane individual would take a Teradon into battle against the armorgeddon of the Serco or flat-out destructive power of the Itani navy.

It's kind of funny how the old bus will still be kept (which is awesome, as the new bus totally lacks any personality), just picture it...
You get to put up with the nondistinct new ship, which has you wondering if they didn't accidentally get you an automated trash capsule instead of the bus you're sure you ordered. Turns out the picture in the ad was the wrong photo, and to get your coveted, stubborn yet cosy real bus back you need to do some missions to boot. Then suddenly you understand:
"Introduce New Slurm, then when everybody hates it, bring back Slurm Classic at a higher price..."
Thank you devs, now the old bus will be totally 1337 haha.
