The fact that both the Akanese Itani and most Serco are too self-righteous to let bygones be bygones, and that most UIT are too self-interested and greedy are all clear indications that they are all 100% human.
Also note the UIT tend to use what's best from the other two, as in lower-end Serco cybernetic enhancements and whatever piece of Itani wisdom works best at that moment.

Serco are class A cyborgs.
Cyborgs are divided into 3 groups:
Class A : Basically humans with implants. The barrier between a 'natural' human and a Class A cyborg isn' clear: you can find 100% human looking people with even no kind of bionic or cybernetic macroscopic mechanism but who's bloodstream is full of nanobots (see the Exters in Dan Simmons' 'Hyperion' tetralogie). Even the 'Borg' are class A cyborgs.
Class B: A class B cyborg is basically a human brain attached to a machine. There are no more biological structures left except the brain. All funtions are done by machines. These machines doesn't need to look human. A very poetic example of this can be found in An MacCaffrey's "The Ship Who Sang".
Class C: This is the most technically advanced. So advanced that no present human technology can achieve it, neither Serco, Itani nor Terran. Only a few exemplars of Class C cyborgs exist.
A Class C cyborg is a machine to which the mental matrix of a human being has been transfered: A multidimensional hologram containing a copy of the synaptical structures of the brain of a human.
In the old Earth such copys can be achieved using a cryptic technology scavenged from the remains of an ancient, long extinct, race wich ihabited near the Crab Nebula (you guessed well, I'm talking about the Hrwaj), but it's uses are limited to extreme cases as not many terrrans are willing to be but into an artificial body without the possibility of a reversion of the process.
Another strange phnomenon related to this technolgy is the fact that you can't simply 'copy' the structures of a human brain: Once the structure is copyed and transferred to the cyborg the human body becomes not much more than a guise. This is nothing metaphyscal, but a result of the fact that the technique is highly intrusive and the human brain becomes damaged in the process. There are, but, some who believe this effect is artificially produced followint orders of the terran government to avoid people having cyborg clones.
And this is where I came from, Larry LeBeuf, terran class-c cyborg, born human and sent as far away as possible, officially in a mission to study the hive and the serco-itanian culture, but unofficially a reject, an exiled...
So you will understand that I tend to be more serco-friendly than anything else. I'm admired by all coutries, but POS in the Serco land. I actually would have selected the Serco territory if I would have be able to choose. I chose UIT just because it was nearest to the entry point of my disposable ship and I feared Itani wouldn't be very kind to a thing which looked like and android.
So if a war starts I will be on the Serco part, I have no doubt about this.

Hmm... in reply to ctishman: Since "war" is best translated by "bellum", it would probably something like "Homo Sapiens Belligerens" (bellum gerere: to make war).
On the topic of interbreeding between Itani and Serco:
I don't think it is easy to give cyborgs the ability to mate. If so, you'd have to create a specific... "variety" that has the female reproductory apparatus. Genitals are, actually, needless, since the sexual pleasure, if that is a goal, can be easily achieved by "drugs" (read: hormone cocktails) and brain-generated imagery (read Ghost in the Shell, the manga, uncut version). The male part could be omitted entirely, for obvious reasons: It's basically only a weak spot, and who, as a true warrior, wants a weak spot? Only meatbags need appendages. ;P
Thus, there'd be Serco "queens" or "reproduction facilities" of sorts. But that is just one approach to the problem.
If, by force of habit (one of the strongest driving forces known to man and cyborg), the Serco wanted to retain the so-called "natural mating process", it would have required to allocate space in the bodies, favoring male cyborgs, since those organs obviously take up less place in the inside (which is very valuable space).
Thus, interbreeding between the Serco and the other two factions/races should theoretically be possible. I think it's safe to assume that difficulties of non-galacto-politic nature would arise. I won't go into detail here, I'm sure you can think up some.

tosh (hiya, BTW :-)), I believe Serco are more "class A" cyborgs if we are to go by runlevel0's descriptions. While we do have implants and "parts", we are still, more or less, an intact humanoid.
