I think Momerath explained this one a while ago. They're like that by design. Kinda like how the Levi has umpteen-bazillion recharge rate until you kill all the queens. You have to do all the smaller skirms first.

I've still never been able to reproduce the bug myself, but I just spent quite a while on a workaround that will go in tonight. I'm as sure as I can be that it will prevent the bug from manifesting in a user-visible way, and it will alert me if/when the conditions that would cause it happen again.
