Is there a way to shrink certain UI elements, like the weapon icons?
on a 1440p monitor the UI looks overly large and fuzzy.
I used the UI scale command in game and on the smallest setting things are still too big.

The entire UI, ideally, should be about 3/4 of the current size.

Well, the only thing that really looks out of place is the font size; there is a slider that you can use to change that, i think; options>advanced>interface. Its a really cluttered screen, but iirc its the only slider on there. Might be disabled by a nearby checkmark. See if increasing it helps?

Make sure "Condensed UI" is unchecked

F5 is bound to a command that cycles through a set of HUD scales.
It's bound to /hudscale which is an alias that cycles through hudscale1 to hudscale7.
Those commands are aliases to setting the rHUDxscale and rHUDyscale cvars.

All elements are scaled, so it may make your radar elements too small.
