its exactly the same, outside of having to launch notepad in admin mode (unless you installed VO outside of its default location?)

open the start menu, type notepad, and right click notepad and select "Launch in Administrator".

Then just find the skin=xxxxxx line and make it point to where you saved your skin. oh, and use \ not /
