OK, here is my suggestion:

First, lets make the neut 3's available to all, say lvl 9 light weapons...

Then, for a prize for winning ctc, lets build a station smack dab in the middle of the known univers, accesible by Itani, UIT, and Serco. The winner of ctc occupies this station for one week, making a lucrative business in trading between distant sectors. This way, UIT can also have a stronger roll in ctc. Of course, strike force heaven for those of the opposing factions.
