The way I see it simple.
Snax is saying(and I agree) at the time we were developing our UIT character in this version($) of the game, there were NO nation exclusive weapons. We just had a factional advantage, which is not much of anything, considering how easy faction standing leveling is in further development of the game.
This was added LATER in the game as I am sure many other unique, fun or discordant game features/adjustments will be in the future.
Either add some option: $, mission, action in game, so we can also acquire Neut III's or at least a weapon of equal or greater(evil smirk) value, so UIT will have an obvious disadvantage in game-play.

Ever since release, N3s were intended to be only available to players in the nation that won CtC. There just used to be a bug with that, that was fixed in Vendetta version 1.1.4.
Personally, all in all I'd rather have UIT not able to get N3s at all, but should instead have other advantages more in line with how they are described in the backstory - neutral traders (gee, now why does that sound familiar?). Their starting faction standing advantage is a good start for this, but I'll agree it's really not a big advantage, especially with faction standing being as easy to gain as it is, and there should be other advantages for UIT as well. But N3s shouldn't be one of them.
That said, if N3s are ever made available to UIT, I'd like to be on a basis of CtC participation, like I described here: http://www.vendetta-online.com/x/msgboard/3/8770#100992

Eh the Axia posi is just right imho. It doesn't need the same firing rate.
I actually really like them, much more than neuts. Since during a fight you end up doing more damage faster with them.

I don't completely agree. Having flown both setups, I find that the greater percentage of shots landed due to the Neut 3's fire rate, is more advantageous and in the long run deals more damage than the axia posi's greater damage per shot.
I don't think that the axia needs the same firing rate, because then it would be better than the N3 imo, but I think it could do with a tiny drop in delay....
