I was wondering if there is a current shift to improve the VO user interface or to make it XML so that users could create their own?

slapping XML or any other buzzword into a program does not in and of itself do anything to improve the user interface

IIRC, there were plans to make the interface skinnable. I forget what happened to that...

Tyr, those plans were mentioned in passing about a year ago. I guess we'll see what happened to them in the wiki, eh? :D
