Haha, I say let those people live on the edge. Imagine...if your ping is slightly higher than normal, and you're used to instantaneous response from the dock, so you turbo full speed into it...and then all of the sudden you see an orange explosion and "<your name> is having issues"....losing your 50,000c ship. I'd laugh.

Hitting the dock in a single swoop in turbo does not only save time , it is fun and good maneuvering practice. Having a dock speed limit close to stations would be realistic, though.

hitting a dock at full speed is a -vital- survival skill when you have Icarus behind you.

two more milliseconds and all of those flares will hit, instead of just most.
