Make ally bilateral and enemy unilateral and make them mutualy exclusive. That is if someone sets you as enemy it removes you as an ally.
OT:
Vipers basically protect all non-pirates, your UIT standing has nothing to do with it other than indicating possible pirate activity on your part. A poor standing in any nation will look suspicous on a UIT. Most of our enforcment descions are based on actual VPR observations of misdeads, standings are too vague to be worth more than a first impression.
Don't forget we are multinational just like the bad guys.
