Occasionally information needs to be passed on to every member of the guild when a commander has other, real world, obligations. Lt's should also be able to set a MotD for a guild.

And make it so a Council can "propose" an MOTD and the rest of the Council can vote on it, too. As of right now Council are basically powerless.
