Cargo mission redesign.

I'd like to see the way cargo transport missions are handled changed a bit. I propose breaking them up into 3 seperate mission types.

Local missions: Local missions are to within 1 system distance. They have limited Xp and reputation gain, and are only availible at trade levels 1-5.

Factional missions: Faction missions are only between stations of the same faction. They give minimal XP gain, and almost no cash reward. They give the best reputation gain. Factional missions are only availible once you have a reputation of +300 or more, due to the sensitive nature of the cargo you carry. Failing a factional mission carries a very significant reputation loss. These missions require a minimum trade level of 4.

Long Distance Missions: Long distance missions cross several systems, and have significant XP and monetary rewards. They have a better reputation gain than a local mission, but not as much as a factional mission. These are availible from trade 3 and up.

I like it. At first I thought you meant braking up CTC, but once i realized what you were talking about, it sounds good to me. Very good, actually.
