Rather than 'aquean ore' how about picking up people. It could range from the simple, like traveling VIPs; to the medium-level, like a rogue looking to make a getaway; to the high-end, like shuttling the Itani agent out of Serco space, with such pickups broadcast on channel 201/202.

Hm, come to think of it, how about an official police channel? All kinds of goodies could show up on there.

I like the 1st suggestion.

2nd suggestion is sort of pointless imo at this time. When the news stuff is in it will take care of most anything a channel like that could be used for.
