No, Solra, I'm saying when a UIT kills a convoy, there should -not- be a delivery penalty. As you just argued, there is no way to know who a UIT pilot is "working for." There just needs to be a much stiffer faction loss, a concept which seems to have pretty broad support.
The other possible exploit (which I take it has not come up yet) is for a Serco to intentionally work his standing down to where he can shoot the convoy, then let other Serco bring in the cargo. The problem with that is no amount of faction loss is going to deter that player. Hence the delivery penalty.

If you put in a delivery penalty, I predict the following will happen:
IF someone really wants to exploit that, they create a secondary charcacter, knock thier standing down to -1000 and kill the transports, thus ensuring that no-one on the defending side can deliver the cargo.
The best thing to do would be to just increase the penalty for killing the transport to -50 or -100 reputation, and add an automatic 100K bounty if a player who has become KOS with thier own nation kills the transport.

So making getting a bounty easy? im chuffed that i have an itani bounty, maybe thats just me..

uuhhh, if you are serco, the bounty wouldnt be from itani yoda, it would be from serco. Its to stop a player who is KOS with his or her starting nation from wanting to kill the transport.
To clearify. No, I don't blow up serco convoys! I only ever killed 2 or 3 serco transports and that was at the begginning when they used to often get hopelessly stuck in some asteroid field.
What are you all talking about boost for? Only the very last transports ever use boost anyhow. For the first 3/4 of the week, they all stay at 50-60m/s.
what early week transports are you following? all the ones i ever see are cruising along at about 200m/s
I was in all this morning, and yesterday. And last Tuesday and Wednesday. None of them have been boosting.
are you near your transports or serco transports rogue?
I've found that if i fly along with a serco transport and there are no itani in the sector it will just coast along, but if there is a potential hostile in the sector they boost like crazy.
