I was thinking of simple add-ons to the existing features (read: quick to implement) and wondered "why not make group versions of the "scanner" missions? (e.g. waste bot, kidnappers, corporate espionage.) Simply increase the number of targets (more of the ships you're looking for and more decoys). Everyone gets a scanner in the station the mission was taken from, but not everyone needs to equip one.
