Killing Neuts
I've been pretty ticked off about the rampant killing of Neuts by a lot of Serco and some Itani.
I figure that those in Serco are in the military, or in some capacity of officially representing the faction. Killing neuts that are in the good graces of Serco should have some bad effect in terms of Serco standing.
if Serco 1 is 50% Liked by the Serco, and Neutral 1 is 50% Liked by Serco, Serco 1's killing of Neutral 1 should substantially effect Serco 1's standing with Serco.
However, is Neutral 2 is 50% disliked by Serco, Serco 1's killing of Neutral 2 should have no negative effect, and perhaps even a bonus.

If a Serco kills me while I am on a mission for the Serco dominion they deserve nothing less than immediate excommunication. What the hell is that? I'm trying to help your nation damn it.
This is just a side effect of a problem that we all saw coming a mile or two away. Reputation means nothing without consequences. Essentially we're running into the infuriating "Valk factor" (which in this case has nothing to do with the Valkyrie, but I digress). By this I mean the ability to act with impunity while others are trapped by rules they feel they cannot break and keep their preferred style of play. In early versions, this referred to the inability to successfully play a heavy ship. In this version it refers to the ability to trade openly with a nation. If you fire back at the aggressor, you lose standing, even if he fires first.
When a player can be self-sufficient within his own community, he can do whatever he wants. I agree that the reputation system should include some form of internal discipline or be rendered irrelevant.

Adding on to ctishman's: This problem was apparent LONG before release.
As soon as we were bound to allies and enemies war was naturally going to become that much more annoying. No longer can engagements happen at random but only in certain sectors. 9-7 are TPG and a LOT of missions depend on transit in and out of dock there.
The sector systems have DefBots so the winner could end up being KOS'd by the DefBots as soon as they declare victory.
The problem is that the computer doesnt look at motive, or who fired first. They only look at the K/D list.
I got jumped by an NT in an IOn Bus inside s6, I blew the guy up but had to run because my Wraith couldnt repel fire from NT guns that looked like they were heading my way (didnt hang around to find out). The problem is that the AI needs to look at motive, who fired first should be punished since who is really gonna just sit there and take fire passively?

On my "newbie" char I'm disliked by serco, but I can now safely enter s12 and dock there... however I get shot at at an alarming rate and I can't really fire back because that means all my work would have been for nothing.
yea... I can only duel itani. if I kill NT, I would get locked out of sectors 9/7/3/6 I think...
And I'm being fired upon/attacked/destroyed by more NT than Itani. By the time I can type that I pose no threat, that I am on a peaceful trading mission (for *THEIR* government at times), I am space dust. If I am fired upon, I *SHOULD* be able to fight back and protect myself without taking a "karma" hit. The agressors should take the hit from both the NT governing bodies and Serco Dominion.
And for the record... I have no problem with either Itani or NT in Serco space as long as the privledge is reciprical. Too many are taking this whole Serco/Itani hate fest mythos simply as an excuse to grief other players.
