More bots in sector 4
I don't know about the other nation sectors, but it's almost impossible to kill a bot in sector 4. There were something like 10 people in there, about half of them in Centurions. In the space of an hour or so, I only managed to get 6 bot kills in... I'd suggest doubling or tripling the number of bots in there to make it a bit easier, since I usually had to travel 2 km or so to get to one of them, by which point someone had already pretty much killed it...
The time will come when the entire community isn't all botting in S4 at once and then people will complain: "There are too many bots in S4!" Give it time. The problem isn't a lack of bots. It's the fact that they have wide, broad patrols and we're all in cheap engines that can't catch them.
The problem might be alleviated if we have botting missions in other sectors like 15 or 11 as well.

I don't know how they control the spawn rate of bots, but something dynamic and based off the number of players currently in a sector would be nice. It would take a lot of tweaking to get right, but if the server tries to maintain a 1:1 or 1:2 player:bot ratio you would significantly cut down on complaints.

Not really, or at least not at first. The problem every MMORPG has is the crowd that comes out when first launched.
A 1000 sector universe has a radius of only about 9-15 jumps depending on how many links an interior sector has on average. One can easily imagine that 3-6 jumps will take you to the edge of factional space, where you will then be vulnerable to griefers and pirates.
There might be 36 sectors per faction for n00bs. Maybe 3 starting points. Maybe 3000 n00bs (everyone) online at once. Even if all n00bs 'optimally forage' (ecology joke, haha) your still talking about 30 people per sector initially trying to complete basic combat missions for the first couple of days. Anyone see a good way around that?
(Note the numbers are probably wrong, but assuming Vendetta has a smaller launch it will probably have a smaller initial universe as well.)
