Sorry, the reasoning there i doubt.
So Urza, what about pirates who could care less about safety and try to eek out a little more speed?
Governers can and are removed, I've removed them from my Dad's car. Pirates should be able to do the same, maybe that's why furies are so damn fastO.o;;
the game functions better with the speed caps. end of story. no reasoning needed.

Laws are in place throughout the known Universe to make this so. Implants in the techs skulls report proximity to the engines with isotopes in the devices and a self-destruct program is initiated if they go near an engine outside the manufacturing complex. Their speech and vision are also monitored to prevent passing the knowledge on to unauthorized persons.
This, plus the fact that it's a game...are why it is so. :-P

The game was actually much safer without the speed caps in place. Everyone moved so fast, you could never get close enough to another pilot for them to successfully shoot you.

the hint to why ships stop:
your battery runs out of boosting forward energy, however, the energy to slow you down is constant. so in actuallity, a ship (in physics mode) would go 200m until the battery was depleted, then the reverse boosters would kick in to slow the ship causing the speed to drop.
why does this happen? because if you dint then your ship would be on the outside of the skybox, causing the devs much grief with the players who couldnt realize that a warp being 200km away was a bad thing. besides that, depending on how high you have the space junk detail, you could indeed be ripped to shreads from the space junk, that would also slow you down.
side note: i totally agree with Lemming: little organisms are controling the speed of ours hip. they are after me i tell you, its true... dont let them get me plz, dont let it happen.

While not specifically addressing the deceleration issue, it all amounts to the same thing. The game was kind of impossible to play without speed limits. Hell, just watch me and Andy duel with Unreal engines sometime. We spend about 10 minutes zooming around, trying to hit each other. It doesn't really.. work.

Yeah, it's more like jousting, but with thumbtacks instead of lances and Ferrari F40s instead of horses.
I remember when Incarnate's bus caused a1k0n's promy to issue when they were boosting head on into each other. Or was it a1k0n's bus and Incarnates promy. Huh...
