Some players repeatedly send repeated messages in quick succession. Maybe their keyboard is acting up, maybe it is their internet, or just bot behaviour. Rate limiting them will prevent spamming the chat.
Saw this behaviour roughly 2 hours before sending this post:

And more of these in past 24 hours.

We have some plans around approaching this. While there are some simple things we can do (like blocking no-text stuff like you pasted) it's a little more complicated than just blocking or limiting all repeats. There are cases where repeats may be useful in a battle context. That said, it might be worth doing on 1/100.

(On-going feedback on the subject is welcome, I'm just saying we're looking at this).

doing a /me (alone) on 100 might not be done much anymore, but its a long-standing tradition to announce yourself and see whos around.
