Bring Back CtC

RULES OF SUGGESTIONS - READ FIRST.
Since I've been on a bit of a "productive" bend lately here's a thread worth bumping!.. :P

And to reply to your question in discord the other day hawk this is probably why it got removed; safe to assume there were a lot of folks getting blasted by CtC bots on wormholes and whining about it: https://www.vendetta-online.com/x/msgboard/2/9358
This happened simultaneously whilst there wasn't much player CtC activity since we were probably all busy fighting over the conq stations around that time. (that and the massive N3 stockpiles that everyone kept)
Now that we've fleshed out the context of the conversation I'd appreciate if you took the time to contribute instead of just pointing to the rules; then again it's not my thread so... do your worst!
In summary CtC wasn't without it's flaws; despite this it used to be a "staple" of græyspace gameplay. :P
