Arta Caelestis is a capital sector it should have a capital station with a capship dock

So are Divinia and Eo, on the Itani side, and Pyronis on the serco side.

You might want to dig up previous conversations about this topic and explain why this needs to occur, and/or why the devs should focus on it now.

If you think Arta, Divinia, Eo and Pyronis should not have capital docks thats fine, but stop calling them capital sectors.
