Change the guild creation requirement
Currently it require 10 people/characters to make a guild.
I suggest to make it 3 or 5 instead of 10
There just aren't enough players around to fulfill the requirements. Most people just end up making alts to fill in the council slots which is annoying to do. I can find 3-5 friends/players who wanna be a part of my guild.
Otherwise most guilds we see around have about 1 person playing & all other characters are just filling the slot.
There's even this option of just removing this requirement but at that point that person mainly wants a tag behind his name that's all

Most games support one-person guilds, or what I like to call vanity guilds. Sometimes they're created to unlock guild-only content and sometimes it's just to have a tag. Regardless, I support the idea, though I don't think the existing guild structure should be completely thrown out.
Another thing I'd probably throw into the guild creation requirements is a one-time crystal fee for free-to-play characters. This is something I've had to contend with in many other games as well.

So, there are a number of planned changes around guilds, some of which were mentioned in the Guild Recruitment and Future Player Influx RFC.
I'm not opposed to dropping the requirements a bit. I don't think the "current" convenience of attracting enough players to create a guild is that critical, there are likely to be rapid fluctuations in the player base once we've met certain internal goals. But, still, some changes to the guild minimum is probably reasonable.
However, I still don't really want guild creation to be "trivial". Part of the reason why the bar was set kind of high, way back in the day, was to keep there from being an excess of "spam" and "joke" guilds (which, obviously, still happen anyway, but less so as they're harder to do). Guilds were intended to be real and meaningful player organizations, and especially if we end up directing newbies at them and using them as a means of helping people get started in the game, they should be pretty legit.
But, we can also have a higher bar for activity and scale required to gain "newbie advertising access", so to speak.

Perhaps adding a license level requiremnt for guild positions would help cut down on the joke guilds.
