Why? They should drop at least if your ship is destroyed by another player.

I find this idea interesting. I have a problem Deneb being the destination, as there are no Serco stations available which would restrict the trade to Itani and UIT. Adding Geira would solve this. I would add a faction penalty to a player who is destroyed or jettisons the item in monitored space, with the dropping of the item being proof of guilt for the smuggler or innocence of the killer. I would even add a reward for the player killing the smuggler if they turn the contraband in to a capital station. The reward could either be to satisfy the morally disfunc-- I mean righteous player or equivalent to the selling price. I don't, at this point see the contraband dropping as exploitable.

I don't want to derail the discussion, but I will say that I would prefer a more dynamic and changing smuggling environment over a static one.

Serco can get Itani standing and dock in Deneb stations. Make the reward larger for Serco pilots who do this.
