Repair/Reload cost on capships and conquerable stations

Currently, repairs and reloads are free on capships and conquerable stations for anyone with a key (notable exception of TU mines).
Suggestion:
Create a separate key for free repair and reloads. So for a single capship or conquerable station, you can have 2 kinds of User Keys. One just allows you to dock and R/R, but you still pay R/R cost (not the 3x charged in NPC capships, normal station costs). 50% of this payment is lost to the void. 50% is credited to the owners account when the owner docks with the capship/station. For a capship/station where multiple people have owner keys, the money goes to the first owner who docks. So R/R revenues accumulate, any owner docks and they go to that owner, then they start accumulating again. For conquerable stations specifically, if they are conquered with rent earnings left in there, the new owner gets those earnings. This sort-of has some of the lootable station thing to it, though not remotely as huge as was in the original RFC by Incarnate.

Another tier of User key would allow you to dock and R/R for free, as user keys do currently.

Effects (can't classify as merits or demerits):

More customizability with keys
Source of revenue for capship/station owners
Option to provide "offers" for station owners (We offer free R/R!!)
Incentive to fight over conquerable stations

I see this being used far more for stations than capital ships, especially the revenue part. Don't agree with having to lose 50% of the revenue though, any reasoning behind it? Ideally let owners chose what they want to charge. They can select any multiplier for the base cost of repairs and reloads.

-1 capship keys in my opinion are a sign of trust, if you are given one then dont abuse it why turn keys into a marketing campaign. Capship keys in the wrong hands and cost the owner there cappie. Hell ive seen many of my guildies/friends lose there cappie because a enemy had their key and got strike force to kill it(the unexperienced pilots). Stations are not fought over for the reps they are fought over for the fact that they control the output on new player owned capital ships. No guild will go through the trouble of advertising free reps in latos/brac/pel.

Though not to hijack this post (i just dont want to create another) station should create revenue (from the void) and deposit it into a guilds guild bank. I dont want to expand on it just a random thought.
