Expand differences between greyspace and nation space
Greyspace is supposed to be a complete free-for-all, Wild West kind of area. In an earlier post, Incarnate said his idea of greyspace was much more brutal and dangerous than it is.
In contrast, nation space, specially Capitol stations, are supposed to be a safe "playground" for new players, where they can learn the game and are relatively safe from being griefed. Not a complete Safe-House, but not a place where someone can kill you with little loss.
Both are clearly supposed to be opposites. One is a place with danger at every step, while the other is a place of relative refuge, where you can afford to calm down.
So, here's a couple of ideas on expanding the differences between the two:
1) Expand unrats to all greyspace systems, not just Sedina, Odia and Bractus with Latos on Saturdays. Maybe also more dynamic, with uncleared unrats expanding to occupy other sectors in the system or the unrat captain getting a more powerful ship or escort. Similar to hive skirmishes.
2) Unrat convoys: Apart from the usual unrats that can be cleared by killing the captain, there could also be Unrat convoys, rare groups of Unaligned Behemoth Heavies, Raptors and WTDs, maybe even the occasional Goliath. These squadrons would carry away any loot dropped by ships the unrats have killed, and would attack players unprovoked. This means that if you just died to unrats and are planning to go back to get your cargo, you have to hurry because the convoy might just pick it up and take it home. To make hunting these convoys more rewarding, they would have a chance of carrying very valuable loot such as Corvus Textiles or Holodisks, or hard-to-get addons such as the Corvus Ultra Positron.
3) Players with all licences under 6 cannot be damaged by anyone, regardless of nation, in their own Capitol system. So a UIT player with licences 5/5/5/5/5 would be safe from anyone trying to attack them in Dau. If any license is above 6, they can be attacked not only by members of other nations, but by members of their own nations as well. Standing rules apply as they are currently.
4) Non-NFZ areas of greyspace factions' station sectors should have no standing loss. This means that one can kill someone in Sedina L2 outside the NFZ with no loss, even if the victim is Xang Xi PoS. If the kill is inside the NFZ, then there will be tempKoS as well as a more significant standing loss. This does not apply to Helios B7, Ukari L2, Latos N15 or Latos N2, as these are not stations of greyspace factions.
5) Players under 3/5/2/-/- should not be able to challenge someone to a duel or accept a duel invite. I have seen new players tricked into accepting a duel invite and then being killed in nation space, without realising what they were doing. It is just plain newbie-greifing.
These would, I think, make greyspace more dangerous and nation-space safer, specifically for new players.

Unrats do spawn randomly within the week but we kill em quickly cuz we want the capship parts they can drop
They don't spawn all through grey. Just in Sedina, Odia and Bractus, and Latos on Saturdays. I'm talking about spreading em all through grey, and making them more dynamic. The longer you let em sit, the harder they become.
You should split these into separate posts.
Unrats get cleared quickly, I doubt they would get a chance to spread most times. An alternative would be to have other capital ships spawn instead of the dent every once in a while, like the latos unrats. A %chance that the next spawn would contain a teradon, or a connie, maybe they got beat too much and only have a goliath this round.

Some of that was interesting, but not enough to excuse most of the rest of it to which I find unacceptable. Magic invulnerability, etc.

I think new players getting griefed out of the game is something that should be worked against. Since some players will always exist who derive a sadistic pleasure from doing so, there should just be less chance to do so. More experienced players who can handle the griefing, in contrast, should be made more vulnerable.
+1. I like how you list off duel accepting as well, but ill start off at 1.
1. Unrats currently in the sectors they are are well placed due to conquerable stations and disruption of manufacturing and unsuspecting traders going to sell their cargo. If it was extended, it would most likely include Pelatus. You also have to keep in mind how its set as of now. All three nations cirrently have a greyspace system on their borders. If it expanded to all of them, even with the chances being low, a new player leaving nationspace for the first time has a small chance to have the first thing they see be unrats. I dont think people would want to see that so quickly. The further away from nationspace, the more deadly greyspace becomes.
2. This is an interesting comcept in and of itself, and something ive thought about as well. Unrats are pirates, first and foremost. The lowest scum out there in the galaxy. Why do they need to trade? Even Crvus hates them! At the most, I could see unrat convoys spawning in unmapped sectors like tridents do. It would potentially give them a bit of a "war caravan" feel, and with a slight modification of drops, could be well worth hunting them.
3. Capital systems should stay as they are, simply because they do their job. There was a point where you could, but it became griefing when people would raid the systems and kill anyone on sight. Personally id like to see a return of the non protected capital systems, as in the very least, being on the tecieving end of a raid was always interesting. I do however see Inc and Ray's point in the protection, but I do not agree to it being for people of other nations too. That would turn any pvp around a capital system into a lost cause, and it happens alot. What about player run events there too? Raising the limit would make players have a harder time making player run events in centralized and populated areas like Dau.
4. Faction standings should be as they are. Your death outside of an NFZ should be none of their concern. Its Greyspace. Its filled with angry souls and trigger happy pilots. Factions understand that, and with avoiding senate oversight, its a risk they took.
5. I have seen this myself, but I do not ageee with it. As a counter, why not instead of having a license limit, since the duel isnt recorded under a certain license, have a warning before the duel is accepted. It should explain what can happen if you accept it.
Anyways, enough rambling. I do agree with Sid on preventing newer players from being griefed off the game. In my personal belief, there should be an additional notice that flashes on player's screens when they leave the capital system. Maybe have it deactivate at 3/3/3/0/0, just so its not flashing even old vets.

Some of these ideas are cool. Some i just cant wrap my head around why you want them, have you tried makeing a capitol ship? If it dosent matter which way you fly, there will be unrats, capitols cant be made by ANY noobs. You would have to have one first.
Unrat convoys are a very interesting idea, i might tweak em and they should be flying to their dent with the loot. Some things i would want specified is like, the escorts would attack you not all of them untill you retaliated and fired back, at wich point they would all fire.
This might a idea. But i feel it would make the game lose alot of feeling, license level 6 is to high imo, and also then people have more ways to scare noobs into kosing themselves
Neutral, this could make it more fun and challenging as both pirate or trader
Duels should be explained more, as should mentor systems, and many many things which are kinda left for you to find out when someone tells you.
