Summary: Add a low-level (combat 3-4?) manufacturing mission that produces a weaker Greyhound alternative, and make it available in all nation space.

The goal of the design is to have a ship that functions similarly to the Greyhound (good in a straight line, recharge energy while turboing, worse in a duel), but have it be less strong. The Centurion frame might make it a more capable dueling ship than the Greyhound, but comes at the cost of a lot less armor. The single small port means you need to be working with other players to stop someone from jumping, but could still be a pursuit ship.

Pros
* Nationspace availability partially fills the playerbase request for Greyhounds being available outside of Odia
* Nationspace availability means newer players have the opportunity to get their hands on it
* Provides an accessible manufacturing objective pre-capship manufacturing

Cons
* Unclear if it would fill the same niche as the Greyhound, since it only has one small port
* Manufacturing may not be worth it if doesn't fill the niche (possibly manufacture the first, then able to buy from there)
