Anti-griefing mechanic
A system that makes it so players under the combat licenses of 4 cannot home in greyspace, or see missions in or too greyspace, this would be a good way of dissuading noobs and the what not to avoid greyspace until prompted too, as currently noobs get missions like greyspace courier to go to greyspace, which just ends them up sometimes getting station camped. I feel making it a penalty for going there early would be a great filter for keeping noobs out of greyspace before they realize what it's actually like when they run into a pirate that's twenty times better then them at combat.
I dislike the idea of truly preventing them from leaving nation space. I think they should have the option to take on the risk if they so chose.
However, courier missions to greyspace, at combat 2 for instance, that just sounds like a bad idea, atleast without very strident warnings that it's a VERY dangerous mission, maybe two 'are you sure you want to try this' boxes in the mission UI would help.
Now that I think of it, maybe have an user selectable filter for missions for risk level? Maybe Mostly-Safe, stays at least one full system away from grey (for UIT this would be Dau and Nyrius only for instance) then for Safe-ish, it's nation space only, then for Risky, it's wherever there's work to be had.
It could default to Mostly-Safe though, I think that would accomplish the goal without imposing limits on people's ability to accept risks as risk tolerance varies WILDLY from individual to individual, some want to live in a bubble, some like wing walking.

The existing plan (discussed elsewhere in older threads) is just a hard-limit that:
- Won't let them out of their Capitol System before Combat 1.
- Won't let them leave their Nation until Combat 3.
I definitely agree that missions should not be pushing them into grayspace either. In fact, missions should aim to keep them in Nation Space until at least 4.
