I'd suggest this be a craftable item, requiring all purchasable items, as the current state of farming is in such flux.

1 Advanced Targeting System
1 Deneb Rum (for the workshop crew)

I'm not hung up on the particular specs, the idea is to create something along the lines of what HunPredator wants to make the current cap cannon turret into without removing the current cap cannon turret, which would lose some of its current uses if it were to be changed as suggested.
It has some advantages over the current cap cannon, notably MUCH higher per shot damage and velocity, and 0 energy usage, but this comes at a cost of VASTLY shorter range, slower rate of fire (though slightly higher DPS).
I'd also like to see Ineubis sell some more cool stuff. Currently the only real reasons to bother with standing at Ineubis are, capturing the Pelatus conquerable station, and having safe harbor from attackers in Bractus.

Eh at least it's not as ridiculous as the cap-rail turret, sure why not.
-1 just buff damage of standard capcannon. Also range is way shorter then basic turrets which have more dps

HunPredator Would I be correct in guessing you would consider this to be at-least as good an idea as your suggestion to modify the current weapon?

With the same values I suggested could go if the capital cannons arent buffed. Also this could be named Capital Gauss Cannon - Turret to make the difference. Also available at stations from some badge so no manu hassle. Also leave the grid only 25 for use in golis as defensive weapon, and have a 1.8 sec delay for a bit more dps.
