Capship cargo scanners could be able to scan the cargo of ships in other Capital Ships. Not at 2000m of course, because the scan is going to be attenuated. But at 500m I would say.

I think this is a perfect way to handle the scanning of nested ships.

500m means that traders can use strategy to protect what they are carrying. Like staying beyond 500m. They could even equip scan blockers to their ships and those ships would not be able to be scanned.
