repercussions for Strike Force Kills only on players

Any inadvertent kills or damage enacted by strike force issued by a player (A) on other ships (B) should result in applied penalties to player A commensurate with player A having made those kills or damage themselves except in the event that those kills or damage are incurred by NPCs.
Strike Force damage/kills, in other words, should only pass on penalties to player A if incurred by players.
Reasoning:
Inadvertent NPC kills by strike force are common and inconsequential to the overall game experience. Assigning penalties from their occurrence are therefore excessive and unnecessary, and open up reverse exploitation possibilities wherein a non-violating player target of an semi-unknowledable strike force target could lure the engagement into areas where inadvertent damage and kills were more likely to occur with increased penalties. This is similar to why the damages were recently assigned to the strike force target (to prevent enterprising antagonists from using the strike force to carry out their dirty work penalty free).
Basically the change went too far and needs to be dialed back.
