My person reasoning is: why on earth is the best ship for av stacking a moth? Also, for such a popular ship the rag has no variants. Even the hornet does.

My main gameplay related reason is: avalon stacking is the only viable way to take down big game capital ships, and the only tri L port ship is locked behind a heavy mining related badge and levels. Plus, the queening badge is difficult to farm on alts, and for a newb to get it will result in them being at least passable with swarms. The levi badge is farmable, just plonk down in sector, but for a newb means they would have to get somewhere in game, even just to be in a group that kills a levi.

Also: in the same vein, lowering the turn speed might help balance it too
