Golden Keys
A Golden Key would be for stations. It would require 10 RHA.
Golden key would be this:
A Golden Key would have a Master key holder who can give out owner keys (and delete them).
Owners can give out user keys.
Golden user keys can also be limited to time (like 60 minutes of key usage before auto deletion).
A golden key would also have a history log of all actions taken by the master key holder and owners.
Golden Keys can also take payments for user key access if the master key holder desires. Access would be for 24 hours by default. The price would be up to the golden master key holder. /key keyid rent 200000

But I've always thought that there should be some sort of middle-manager in the key system. Someone that can issue keys, but not be an Owner. Perhaps just call them a "Manager" -and their role is to ensure that others get User keys. And they can *only* give User keys. Never and Owner or Manager key.
I say keep it simple and just introduce a new type of key in the middle.
Still, I like the idea of monetary exchange built in to the key system. A "rental" or "lease" fee that pays up. The Manager's get their fee and the Owner(s) get a cut. That would introduce a very interesting dynamic. Successful owners would be those that wisely pick their Managers--people who would distribute keys effectively with terms that are profitable.
