You can only build 10 Merged Cybernetic Arrays per day. This really doesn't prevent a builder from doing them all in 1 day since we each have 6 character slots. At least, that's how I just did it the other day.

There's so much involved with building the Goliath that it really isn't a method to meter the build process. I recommend removing the 10/per day limit.

Or, if slowing the process down is truly the goal, set it for 4 per day.
