create a station sector random npc thief
make a npc in a low capacity trade ship that will race to pickup/steal jettisonned cargo in station space.
-location greyspace station
-occurence: random when a player enters the station sector 1/20 probability of appearance.
-ship: atlas type
-if shot at in nfz it will trigger SF
-neutral with local faction (no faction penalty for killing it)
-will run around the station 3-5mn before docking.
-if succesfully docks, stolen cargo is lost
-possibility to pm it and pay it to drop the cargo.
-if paid, drops the cargo and docks
-disapear after docking.
-docks when sector is empty if no cargo was dropped

the original unrats as I recall never actually scooped any cargo, they demanded cargo, 1/2 the total cu of your hold or they demanded money, usually some annoying amount 18876 credits, instead of 19k or whatever.
