A badge for killing players with less than combat 4 license
This is a modified suggestion of one Remen made. Since i made a few changes, I felt a new thread was warranted.
A the subject line says: if you kill pilots who are below combat 4, you get a notch in your belt toward this badge. 50 for the first badge.
In addition, in monitored sectors, all pilots would get an audible alert that a player with this badge has entered the sector. Alert, Alert, Alert klaxons blaringextremely hostile pilot has entered the sector. Seek shelter now!

Just a few remarks
1) Combat licence level 4 is irrelevant to player combat abilities.
2) This is highly prone to abuse:
A vet (or a guild of vet) makes low level alts, attack low level players and let them kill them, newb gets flag. #DIED
3) Base version emulates competition between griefers resulting in increasing new player kills, not sure GS wants to go this way :p

Combat 16 is also irrelevant to player combat abilities. You only get that if you grind out hive kills. Combat 3 or less is where most new players are.
The idea is to put a flag on the account of players who actively shoot low level pilots, and alert low level pilots that such a player is in the area (if the area is monitored).

-1 for reasons DeathSpores mentioned. Maybe a badge for killing skilled pilots instead? Such as ones with the 1000 PK badge or more? Definitely not for killing low-skill, new players.
This sounds awesome for reasons outlined above
How about negative combat xp? Go backward in levels when griefing? Lol

@Remen. Technically, something like that is supposed to be already built into the game. Kind of. When a pilot dies, and they have a bounty, the game says they lose a bunch of skill points. But for whatever reason, they lose very little. Maybe make it so someone who dies with a bounty, loses an whole combat level or something. But this would be a different suggestion thread.
The alert system also has the benefit of warning noobs. I haven't really gone through the new player stuff recently, but it should be made clear in the voice-over that once you leave this sector, nowhere is truly safe, only varying degrees of safety. Personally when I started playing (this was before the training sectors), the element of danger, everywhere was a big draw for me.

This could be mitigated by tying in the self defense/free kill flag. If you kill some low level character that you have a free kill on, it should not count towards the badge.
