There's been many threads, including my own, on making capships purchasable. It's always unpopular because worry about starving the in-game economy of the gargantuan build effort and pay-to-win etc.

If VO was real, the way the economy would respond to this challenge is fairly obvious - leasing or rental of a capship when you need one. Airlines don't build their own aircraft, they lease them. If I need to move a lot of gear, I hire a van rather than buying steel and attempting to make one.

Not sure about the parameters e.g. maybe 10m credits per 24 hours limited to once per week. Maybe some pre-requisite missions to get you qualified to fly one.

This could give all pilots a taste of capship ownership without the prison sentence like durations of grind required to build one.

If VO were real, i could drop mines in the nfz. But alas, it is a game.

In 24 hours you could so much stuff you'ld almost have enough to build a dent. Find someone to haul for you for that 10 mil.
