Don't allow homing at Corvus until they Respect you.
Maybe this is something that should vary by faction, not just be a Corvus-specific thing. Nations would let their citizens home starting at Dislike, most subfactions starting at Neutral, and a few at Respected or even Admired (Tunguska have always felt kind of standoffish to me).

I would suggest that a player be able to home at corvus if they have inventory and/or can purchase a decent escape ship power cell combo.
consider this point system:
ship:
+3 220@50 turbo speed/drain
+2 220@55
+1 210@50
power cell:
+1 45/s charge power cell
+2 48/s
+3 50/s
and then require that between purchase capability and inventory you can assemble a 4+ point run away ship combo, and otherwise you are not allowed to home and you are rehomed if you fail these requirements (credits, crystals, w/e) in the future.
A smart noob can purchase hog2 at xx, and fly them to corvus and stock up inventory for good escape ship combos, allowing them to stay homed there. dumb noobs do not get to home or run out of inventory and get rehomed.

+1 to Yoda's suggestion since it shouldn't be hard to understand for new players, and could be relatively easy to implement since it's somewhat similar to not being able to dock on NPC capships without enough standings.
-1 to Roda's suggestion, since it would require something of an explanation like a new tutorial mission that newbies don't read anyway, and far to complicated for the "how to play am new" kind of people

Default noob standing Corvus will sell you a basic centurion, and most power cells. At level 2/-/-/2/- you can by a fast charge power cell.
If you kill a noob and they are not homed there, they are teleported away to safety, so I do not understand what you have against re-homing them when they are station camped.
This problem is mostly only about Corvus, because there is no long term penalty for killing anyone at Corvus.

Late post, but someone mentioned bus wars. Yoda, if your suggestion was implemented, it would prevent newbies from participating in buswars. Back in the day, a host of newbies hanging out in Sedina or Odia was often what prompted such enjoyable mayhem. I'd hate to exclude newbies from that fun.
