Add racetrack rings to capitol sector, so new player can practice control of their ships before doing combat missions.
This rings should be placed in a station sector (not in the training sector), so players can practice when they want.
A NFZ should cover the track and no mines could be deployed in it.
No race stats should be held there. Only personal records maybe. If people want to race to be in the hall of fame, they still have to go to Sedina.
