Jump tracking blocker.
Inspired by the thread by Faille Corvelle of a similar name, but did not want to hijack that thread.
A device that a certain % of the time, totally masks your warp destination. Stack-able so having more than one of these devices equipped can make it more likely that a warp destination will not be detected. Base figures included but as always open for debate or tweaks if implemented.
S Port version:
Blocks scan 10% of the time
5 grid
100 mass
L port version:
Blocks scan 20% of the time
5 grid
200 mass
So even the ship with the most ports can only block tracking 60% of the time. Adds a bit of a dice roll, but could be used to evade more than pirates. Having one fitted while bombing a station, so a retreat to an awaiting cap-ship could be made easier for example.
The user should be notified if a track event is blocked, so they know if the device worked. It should probably stay silent if it has no effect to save on chat spam. When successful the device would simply stop the "target warped to x/y" message, to ALL ships currently in range.

+1. You could also have a spoofer variant that returned false destinations, maybe?
It already does that on its own without an add-on half the time.

Personally I find it too easy to track players. I do not need spy bots spammed all over space to find you either, common sense and a bit of elementary thinking my dear wally, gets one a long way. But I see why people wouldn't want something like this. Not everyone can be as cool as me.
And wash, you need to sort out your internet connection if that is happening to you (or maybe uninstall some of that plugin crap). Lag causes that and not target lag either, plugins that write to the chatlog can also cause this message to get missed. I'm in the UK and I've only missed a couple of warp messages in my entire time playing, and I was usually downloading porn or something at the time.

@ Greenwall: What makes tracking a CapShip any different to tracking a fighter? I would think tracking a Cappie would be easier since they can no longer fit FC Cells for rapid jumps.
Tracking the capship is not the problem - finishing it solo is - which _should_ be a problem. Like Faille I am confused as to why this would be any different to any other ship?
