Yes npc voys do exist. Unfortunatly, they are empty. My understanding is they are empty to avoid screwing with the economy. The only reason they fly around is to make the game seem less empty.

They should have cargo. As for how to avoid them messing up the economy? Make the cargo simply despawn, poof, gone.

Errm NPC voys do have cargo LNH, it is only the ones that appear at stations (traffic2) bots that do not. These bots simply appear in station sectors and run towards the docking bays (and are also what causes the unneeded delay in escort missions docking).

The regular convoy bots actually are running escort missions and have exactly the same cargoes that an escort mission would have if a player took it.
