Roving pirate station still needs timeline from Ray

Fully fleshed out discussion regarding minimum requirements. Fell out of visibility due to what I imagine was the 2016 hunt for income.

In the spirit of notable historic timelines today in history, the following occurred:
1817 Mississippi is admitted as the 20th state.
1861 Kentucky is admitted to the Confederate States of America.
1862 The U.S. House of Representatives passes a bill creating the state of West Virginia.
1869 Governor John Campbell signs the bill that grants women in Wyoming Territory the right to vote as well as hold public office.
1898 The United States and Spain sign the Treaty of Paris, ceding Spanish possessions, including the Philippines, to the United States.
1917 The Nobel Peace Prize is awarded to the International Red Cross.
1918 U.S. troops are called to guard Berlin as a coup is feared.
1919 Captain Ross Smith becomes the first person to fly 11,500 miles from England to Australia.
1941 Japanese troops invade the Philippine island of Luzon.
1941 The siege of Tobruk in North Africa is raised.

Is this still a possibility?
Yeah, the roving, floating Tortuga thing has never left my mind.
I didn't post in the original thread, but obviously it was not a one-day thing, or we would have done it.
It's more involved than that, and it's difficult timing right now. We have a major project we need to get through in the next few weeks (which may not even be possible, as it is), and we burned a ton of unexpected time on bugs and Q/A with this latest release, as happens sometimes.
So, the most I'll say is I'm aware it's still something that people want, and it's still something that I also want (it was my idea), and we do keep fixing issues with capship / station persistency that makes it more and more "possible". Or probable. Or whatever.
But given the Q/A requirements, even the "quick" version is probably a week or more.
That all being said, if you want to re-cap the design goals that most important to you, to bring this thread up to date, that's still helpful. Moreso than the.. fascinating history.

1. Major Faction Exclusivity: Unaligned characters cannot have more than -600 with Itani/Serco/UIT
2. Ability to dock and reload/repair for low cost.
3. Set home at, and store equipment.
4. Can equip any item which is transported to the station that meets ship port and grid requirements (same as CS or M7 stations)
5. Ability to buy ec-89/free cell.
Short-term - Nice to have:
1. Pirate identity: Characters with access at this station are Unaligned
2. Pirate Equipment: Pirate specific variants of ships and add-ons which are commonly used for piracy.
3. Buy/sell with dynamic style n2 economy.
Long-term:
1. Argue about which weapons and ships should be sold and how dynamic economy should be tweaked.
2. Pester Inc about jump gates so ray can determine how much work they would be.
3. Mission trees to gain access to station and faction so players can become aligned without dev intervention.
4. Pirate missions for Unaligned standing gains: procurement style missions satisfied only via looted cargo of a specific type; kill X number of [trade ship type Y]; etc.
Other Notes
- Jump gates were proposed to make it hidden. Incarnate vetoed this idea as too complicated for initial implementation due to dev requirements.
- Incarnate proposed station should be a Nemesis but players expressed support of being inside of an asteroid as well. One player continues to suggest that the race track station is also a viable candidate.
- One player asked for Ponies. I don't think he was serious.
