Force UIT players who fight in deneb to choose a side.
Currently, UIT players with sufficient standing with both itani and serco can enter deneb without taking the mission (not true, see below) not get fired upon by any of the NPCs, de-shield a cap ship, and then repair & reload on the same cap ship they just de-shieled. This makes no RP sense, disrupts game play, and frankly seems like an exploit that needs to be fixed.
Deneb is a war-zone. Entry should be restricted to players enlisted in the army of either side. My suggestion is that any player who has not enlisted in either side will be KoS from both sides upon entering deneb (much the same way that entering a training sector makes the pilot KoS). Players choose to be UIT as to not be embroiled in war. As such, they should stay out of war zones unless they have pledged allegiance to one side.
EDIT: Per We All Float's comments, the issue is that de-shielding does not result in any penalties. As such, my revised suggestion is "make it so a pilot is kicked from the mission if they deshield their own side's ship."

Small Deneb clarification. You can't dock with a capship in deneb without being in the mission. And you can't be in the mission without having joined a nation's military. So if a UIT member is docking they have picked a side.
Currently a pilot is kicked from a deneb mission if they kill two of their own side. Maybe a semi solution would be to make it so a pilot is kicked from the mission if they deshield their own side's ship.
Additionally, I suggest that deshielding be treated as a separate event from killing. Deshielding should result in gain of faction from one side and a loss from the other side. Even for pilots not in mission. If a pilot deshields three ships of the same nation in 24 hours in deneb, they should get a 24 hour tkos.
And there should be a badge for deshielding in deneb.

We're probably releasing something today the addresses some of these issues, but not all. It's been in development for awhile.
Once the release is out, maybe we can re-visit some of these issues and discuss any remaining holes, or problems with the implementation. Like, we do not have the de-shielding penalty at present.
