Currently only static queens can be deshielded with L-mines. Expand this tactic to be used on all queens AND all capital ships.

I only suggest this because the function to deshield already works against static queen shields. In my mind, it makes sense to expand the capability to use against all shielded ships. It's not like a couple L-mines are going to make a huge difference; miners will need to deploy a large number to fully deshield a capship.
