Yes, it's a HE beam in a turret package. Which means a trident/goliath could equip 3-4 HE beams and one HD beam(LP). Or a Heavy Miner MkII could equip 3 HD beams(4 grid each) and 1 HE turret(6 grid). Reason: more mining equipment for miners = go go gadget miner.

We are long overdue for a mining turret.
Its been suggested a few times.
And turrets technically are meant for defensive weapons
But he beams are very slow so it would have only a minor impact on mining.

Not really. It will be hard to get 3 capship turrets within 25m of a infini roid. Also, infi roids are supposedly an exploit (I would like a message from the Devs saying so though). I bet once the major update comes in 2019, that all infini roids will disappear anyways.
That's why I went with the HE. I figured it would be the least unbalancing mining beam to be made into a turret. To maximise ore output, a miner will need to equip a LP mining beam as well.
So... now a regular Behemoth could equip two LP beams and three HE turrets while they Behemoth Heavy Miner could only equip two LP beams, one SP beam, and one HE turret? The BHM would have less mining ability than the regular Behemoth.
