Paid Name change
After your free one and only name change it might be cool to offer a paid option for another name change like $1 USD. Additional income that is not pay to win but some people may use.

I actually planned to make it always $5, and only up to a limited number of times, not unlike Blizzard.
But we just haven't had a chance to automate the system yet.

Will there be a public record of name changes? I don't mind people changing their name for cosmetic reasons, but people shouldn't be able to use the feature to escape the social consequences of their bad decisions. Especially not if it's a paid feature.
It doesn't have to be a fancy or pretty system. I'd be fine with a simple tab-delimited table including the timestamp, old name, and new name. Bonus points if you include the character ID as well, but it's not really necessary, especially if the total number of name changes an individual can have is low.

If you're changing your name because your character got married or you've been promoted from Captain Lardpants to General Lardpants, a public record doesn't hurt anything.
If you're changing your name because you want to escape a reputation for piracy, scamming, event crashing, or other scummy behavior... well, you shouldn't be able to do that without making a fresh character. If you want to leave your past behind, you should have to leave your whole past behind. All your badges, all your stats, all your licenses, all your capship names. That, or fix your reputation the hard way by changing your behavior.

Leaving your past behind is the only thing that would be motivational enough to spend money on a name change. I would bet that 99%, if not 100% of all historical name changes were done for this reason. I guess I would be ok with a 2 tier name change -- lower cost with a public record, or higher cost with no public record.
It's childsplay to figure out who is who regardless of username via profile ID, rankings, and so on.
