Corvus is the one faction specifically designated and designed to serve the needs of characters that are KOS every where else, more so and in priority over serving the needs of any other characters.

In the eyes of Corvus, if you are not KOS with all other factions, you are a second class citizen.

The current Corvus docking mechanics are well suited to serve Corvus' first class citizens.
