Restrict NPC NFZ

Currently, NPC can shoot within another factions NFZ without any repercussions. If you are attacked, and return fire, you suffer the consequences.

For instance, if I am TPG KoS and go to Latos N-2 there are TPG NPC's in Orion Monitored that can shoot on you within NFZ.

If I get the SF on me for shooting within the NFZ, so should NPC who decide to attack unprovoked based on the same system we have for players based on a timer since last attack.

Penalty-wise, I am 100% in favor of treating NPC attacks like player attacks. They should trigger the strike force and enable self-defense mode for their victims, just like hostile players do.

I also think that NPCs themselves should be more realistic in terms of when they'll open fire on a player they hate. Cargo ships in particular should be selective, only taking action outside of an NFZ. For other NPCs, such as convoy escorts, their willingness to engage within an NFZ should be a random chance with the likelihood scaling from 100% at KOS down to 0% at the Hated-Disliked boundary.

Didn't this use to exist at some point but was removed as players triggered a lot of NPC fights outside of stations?

NPCs should just respect the NFZ and not attack anyone there. Random Greyspace fights between corporations such as Axia-Valent or Tunguska-Ineubis sound cool though.
