This would indeed add more substance to the structure of a guild. If, as Joyless indicated, the decisions made by a guilds leadership bothered you, you would be well within your rights and abilities to simply leave that guild.
I support granting more player-driven variance between guilds, even if the character most of you know me best as eschews guild membership.

Enough with this collectivism, give the power to the individual pilot to dictate if his or her beacons are transmitting data, if the leadership doesn't like it they can /kick just as easy as someone can /leave.

It's not called collectivism. It's called corporationism.
I wouldn't mind if players had their own separate safety switch for whether they're willing to reveal location. If this conflicted with a game-implemented guild policy demanding location broadcasting, the result would be suppression of any messages they attempt to send on guild chat until they disable their safety switch. Attempting to chat anyway could pop up a notice reminding them of the conflict and including buttons so that they can disable or temporarily suspend the safety without navigating the options hierarchy.

Yes, we are. In order to be as simple and straightforward as possible, don't fix something that isn't broken.
JJ has a point here. I think the core of this is:
1. Don't join a guild you don't trust.
2. Don't accept into your guild pilots you don't trust.
3. Accept that unless you are the guild CO or an LT, you have no control over point 2. Refer to point 1.
