Turret cooldown
To change seats from captain to gunner or between gunner positions there should be a several second cooldown. At the moment you can use quantum entanglement and instantly switch between positions, paired with certain plugins and abuse of the f2p system this is something I'm sure many captains would like to continue to abuse.
I am suggesting something between 1-5 seconds.

Are the current capabilities you're describing any different than when we have a "Tactical Officer" mode, allowing control of all turrets from a single, wide-visibility interface?

Yes, if such a mode exists it should take 1-5 seconds to enter such a mode from the position of a pilot.
If you are in a "TO" seat you should be the owner of said capship, and be unable to pilot the ship manually(Chat commands/autopilot should still function) and have the current full availability of turrets without such a cooldown for use if it is implied the turrets are being controlled by the MMCS and not manually.
As far as I know we don't have such a mode(yet), so the current tactic is create a f2p account and do the above mentioned. Paired with unlimited ammo, turrets that do not stay destroyed, and the many dock/cargo related exploits it has the potential for a wide array of abuse, and the recent buff to turret weapons increased the potency of such events by 33%.

Well, I certainly don't want an exploitative scenario. Perhaps it's best to just roll a new Support Ticket detailing the specific exploits (or "potential exploit / game abuse scenarios") that are the problem here, and we'll take a look.
Basically, I would prefer to get a very clear idea of what the problem actually is, and perhaps fix some of the issues causing that problem, rather than limit some other aspect of gameplay because of bugs elsewhere.
It's also easier for me to identify and address the issues, if we eliminate all the player-assumptions about how things are "supposed to be" and just describe the specific situations that are currently problematic, and their causes.
